Declaration of interest in items on the agenda

Cllr Youles – Letter referred to in 6a of this agenda. The writer is known to Cllr Youles on a professional level.

Financial Matters

The 3% fee increase by Abbey Bookeeping is accepted. Proposed Cllr Thorne seconded Cllr Youles and carried.

Due to the Cemetery minutes not being agreed at the last full council meeting on the 13th March 2007 the quotation for the decoration of the chapel were not therefore approved. The Cemetery committee have requested that they be allowed to expended the money for the redecoration from this year’s budget during April 2007. It was proposed that the Cemetery committee be allowed to spend £2,000 from this year’s budget in April 2007. Proposed Cllr Rickman seconded Cllr Whitney and carried.

Internal and External Audit

Internal Audit – Internal Auditor is attending a second visit with the Clerk and had submitted a report. The Committee make the following comments:-

1. The Clerk should install an ordering system.

2. Cllr Rickman would like to have produced a more informative financial report. This would be placed before full council each month so that we have a more accurate account of our budgets and actual expenditure.

3. One of the recommendations by the internal auditor is that the staff wages should be paid by BACS. The Clerk will investigate this with the bookkeeper and the bank and report back to council next month. We should also consider having utility bills paid by monthly direct debit. The Clerk would investigate possible savings and report back  next month.

Correspondence

a) Enquiry from Mr Price supported by a letter from Huntingdon District Council (circulated) – ownership of land at 19 Green Lane, Yaxley – The Clerk is to write to Mr Price and inform him that we do cut the land to keep it tidy but it has never been adopted by the Council. Also to copy the letter to Huntingdon District Council

b) Letter from Peterborough City Council – EIA Scoping Request – Western Peripheral Road, Phase 2, Hampton – Clerk to write back to Peterborough City Council stating that we support their views to maintain the bypass.

c) Appeal Decision – APP/H0520/A/06/2024060 – Land north of Broadway, Yaxley - noted

d) Letter from Huntingdon District Council – 0700390OUT – land east of 75 Broadway, Yaxley – Clerk to write back to HDC and inform them that we do not wish to reconsider our decision.

Planning Consultations

0700504FUL – British Legion Social Club – extension of social club – 210 Broadway, Yaxley – recommend approval.

0700730FUL – J McCarthy – repositioning of boundary fence – 2 Baird Close, Yaxley – recommend refusal – impair the visual outlook of the street scene.

Health and Safety and Security

Risk Assessments – The Clerk reported that she had made enquiries. The cost of a week long course was in the region of £600. The Clerk had asked Cambridge Safety if they could come on site and advise us as they had done previously. They will let her know the costings. This matter would be brought back to this committee.

Radio usage – Cllr Rickman had carried out a test for radio usage in the village. Whilst it worked

 

 

 

 

 

 

 

over short distances it did not cover the majority of the village. It is therefore more advisable to have mobile phones. The Clerk will investigate various contracts and come back to Council with pricings

Play equipment safety inspections training with RoSPA – the Clerk had received a leaflet regarding the safety inspections of play equipment training. If was felt appropriate that our groundsmen should receive training. Voluntary Land Registration

Roll this item over to after the election.

Insurance

Cllr Youles had now assessed our policy. We would contact the District Valuer to pay a site visit and value our property. With regard to the other points on the policy the matter would be referred to full council on the 10th April 2007 for their consideration.

This is to be a subject on full council agenda so that everybody can have an input into the newsletter.

Machinery

Cllr Thorne had received quotations regarding the replacement of the Kubota.

A replacement Kubota G2160 with trailer is £5385 + VAT diesel and a John Deere without a trailer is £7500 + VAT petrol £8660 + VAT diesel. Proposed that we purchase the Kubota Cllr Thorne seconded Cllr Whitney  and carried.
