SAFETY REPORT FOR THE QUEENS PARK COMPLEX

INTRODUCTION

 Most areas of Health and Safety inspection carried out at the above site are included in Yaxley Parish Council Health and Safety (YPCHS) forms. However, for the purposes of providing evidence of the findings and their consequent scoring and recording it is deemed necessary to produce this brief report.

 The report has been restricted in as much as all work on the site has not yet been completed, and in addition, meetings with local residents are being conducted.

 Generally there are few points that have been scored high enough to warrant a written record from the main building. This has also been the case for the football pitch field but as concerns are to be raised this is the area that is to be recorded below.

 REPORT

 The inspection showed that there are currently five football pitches recognisable through the presence of goal posts or white line marking. It has also been established that a further two are to be provided for use. The two pitches that were thought to give the highest concern were the two that are to be used by adult players. The following points were noted:

  •  The full size pitches have one goal where players could cause a ball to go towards house gardens in Green Lane;
  •  There is a high spiked top fence along the perimeter of the field between the goals and the houses. Beyond the fence are trees, bushes and other shrubs on what appears to be waste land of about 20m width. Each property passed this area has a fence;
  •  To date there is no evidence of a ball being kicked into a garden in the Green Lane area;
  •  Whilst there is a possibility that a ball could be kicked into a garden the frequency and severity of outcome are considered to be very low;
  •  There is a ditch running to the rear of the spike top fence that is not clearly visible from the sports field side. Should players attempt to climb over the fence to retrieve footballs from the waste area there is a risk of falling into the ditch causing injury.
  •  A high net is to be provided to reduce the frequency even further of players being at risk of falling into the ditch. This net will also reduce the chances of footballs entering the neighbouring gardens. The Risk Assessment Action Form (YPCHS2/QP/01) also recommends that signs are placed on the fence to highlight the danger beyond to players.

CONCLUSION

 Given the observations above, the overall safety on the site is good and there are not considered to be any significant risks to members of the public on neighbouring property. It is recognised that there is a possible risk of injury to players who choose to ignore safety advice and climb over fences. Yaxley Parish Council (YPC) are of the opinion that all safety issues have been addressed at this time and that additional safety netting and signage should assist in maintaining a safe area.

 However, in order to uphold the YPC commitment to safety, it is recommended that a further review of the facility is conducted once full use of the facilities has been established and, where necessary, the Risk Assessments are emended.
