The group read through the explanatory notes for the Quality Parish Scheme, and looked carefully at the
tests that have been devised to measure the criteria: -
1. Electoral Mandate
The Parish Council fully qualify for this category as at least 80% of Council seats have to be filled
for the first accreditation.
2. Qualified Clerk
The Clerk is working towards the required qualification for submission in July 2004.
3. Council Meetings
The Council already meet all the required criteria.
4. Communication
The Council do not meet most of the requirements in this category. The Mandatory requirements
involve the publication and distribution of a newsletter at least four times a year, and an Annual Report
should be produced. The Council must meet nine other discretionary criteria, seven of which are
currently met.
5. Annual Report
An Annual Report must be produced.
6. Accountability
The Council complies with the Accounts and Audit Regulations 2003 as required.
7. Conduct
All Councillors have signed up to the Code of Conduct and registered their interests as required.
Community Activities
These issues do not form part of the assessment, but will aid the panel to decide how effective the Parish Council
currently is.
The Group supported finding out more about participating in a Parish Plan for the village, and it was suggested that
this might be an item for the Parish Meeting.
WAY FORWARD
As Chairman of the Amenity Centre Committee, Cllr David Youles agreed to host the investigations and progress
of the Quality Status as an agenda item on this committee, and report to Council monthly.
The Steering Group Committee recommended that Yaxley Parish Council work towards obtaining the Quality
Status Standard.
