Matters arising from Minutes of  08.09.2009

Cllr Youles confirmed that a meeting had taken place with Jeff Lenton of Yaxley Football Club together with Cllrs Thorne and Butcher from the Playing Field Committee. A discussion took place regarding the allocation of football for adults and the youth in the village. Jeff Lenton will draft up various options for the Council to consider.

Police Report

Anti-social behaviour on the recreational ground is increasing and the Clerk has spent the last two weekends dealing with various problems the majority of which relate to anti-social behaviour. The local Police have asked that the Council encourage parishioners to report all incidents of anti-social behaviour. The local Police Sergeant also placed an article in the Yaxley Gazette asking residents to report all incidents of anti-social behaviour. Proposed Cllr Butcher seconded Cllr Kidd and carried that the Clerk write to the Chief of Police and ask that someone in authority attend a Full Council meeting so that we may ask what their policy is with regard to Yaxley and anti-social behaviour and what action is going to be taken. A copy of this letter will also be sent to our local MP Shaliesh Vara.

Correspondence

a)       Letter from Yaxley Welcome Club – letter of thanks for the repair to the entrance door – noted.

b)       Letter from St Peter’s Church – Re: inspection of church wall and trees – Cllr Stafford has already conducted an inspection of the church wall. Cllr Stafford will request a meeting with the Church once the Clerk clarifies our responsibilities to maintain at the Church.

c)       Letter from HDC – Co-option of Independent Members to District Council Overview and Scrutiny Panels – provided to Councillors for their information.

d)       Letter from The Royal British Legion – Remembrance Parade – proposed Cllr Butcher seconded Cllr Kidd and carried that we purchase a wreath for the service. The Clerk will order this from the Bristish Legion.

e)       Letter from R B Organic – re: allotments – Following on from last month’s meeting where R B Organic gave a presentation to the Council which asked the Council to swap allotment sites,  R B Organic have asked the  Council for their guidance on what action should be taken next. Proposed Cllr Stafford seconded Cllr Butcher and carried that the Clerk respond with a wish list for the moving of the allotment site along the following lines: Rabbit proof fencing around the new site, a car park, water supply from the mains, assistance with the move to all allotment holders, pathway to plots and the new allotments are to be handed over weed free and cultivated.

f)         Letter from Dr T Davis – Ashton House – Dr Davis has requested that we assist with obtaining information with regard to the site at Ashton House. Nothing has happened for a considerable time, no plans have been submitted. Proposed Cllr Lucas seconded Cllr Rees that the Clerk write to Luminus, Huntingdon District Council and the County Council as ask what proposals that are for care facilities in the village. The Clerk is also to write back to Dr Davies and inform him of our actions.

Adoption of F & GP Minutes of 15.09.09

Proposed Cllr Lucas seconded Cllr Rees and carried – The fence at Morgan Close referred to at that meeting has been looked at by A & K Fencing. The fence cannot be reduced in size at an economical price. Therefore the fence will have to be removed so as not to breach planning laws and an alternative fencing option will be looked into. Proposed Cllr Lucas seconded Cllr Rees and carried.

Adoption of Cemetery Committee Minutes 29.09.09

Cllr Stafford would like to read “conifers and other trees” and “the stumps to be grinded”. Proposed Cllr Stafford seconded Cllr Rees and carried that the minutes are thereafter correct

Letter from Mrs McCartney with the sizing of the cross required. The Clerk is to write back and inform her that the cross is too wide. Memorials should be no more than 24 inches wide and her request is 36 inches wide.

Community Information Surgery Notes

Cllr Kidd will attended on 2nd October 2009 and reported that he dealt with three people during his visit. Cllr Lucas will attend the surgery on 6th November 2009.
